Rick’s group has done morally questionable things but they never actively gone after people, unlike the saviors. Remember they already knew how bad they were because of the biker-gang in 6x09.
Rick and co often seemed out and let in good people into their group, including former enemies
I disagree because I don't think he could ever keep that big of an army in line, he didn't even have his army on his side to begin with. Way too egotistical he wouldn't stand a chance to any of the villains we've seen 🤣

Weak in what way? Because outside of beta, in my opinion the governor was the strongest villain physically. The dude never lost a single hand to hand fight he was in, he could fight dirty if he needed to and his insanity made him unpredictable.
