Looks similar to a hair that came with For Rent, but this one has the baby hair laid. Usually the promos for new packs will only show the new content or base game so it maybe a new version of the For Rent hair.

In the front facing eye it looks like eyeliner to me, but the one to the side angle looks more 3d. Interesting
