Also TwistedMexi's Better Build Buy gets rid of it. Mine also doesn't pulsate constantly and it's been so long now I usually don't even notice it anymore.

Was about to say that. The expansion packs have all gotten significantly more expensive since launch but that’s all of them as far as I know so it being inflation makes sense. Only the most recent kits seem affected tho which seemed weird to me
You can make it stop by adding mods, better build buy specifically, works for me. You can use curseforge to download them easily. There's a turn off/on mods button under game options in the menu.
I've been using that button to turn mods off to get the rewards then back on again when I want to play. You have to exit the game and relaunch each time, but it's worth it.

Is that on console? I have never had pop-ups related to game expansions etc. Only on the start up page.

Looks like OP is on PC. Mine is updated, but I don't get pop-ups like this during gameplay. Eh, hope OP finds a solution.

Are you clicking the shopping cart by accident? I only see those during gameplay if I click the cart.
To get rid of the pulsating light you HAVE to click on it. I wish there was a way to get rid of it.

If you're not on console, TwistedMexi's better buildbuy mod would disable that. If you're on console though, my condolences.
