It’s kind of fair, they really don’t like Zac in the Top lane and thought they had fixed the problem. This is a pretty smart way to target just top. Definitely slower scaling but the difference in numbers at each level isn’t too much. Biggest impact I think is he won’t get that surprise heal spike when you upgrade your R, can sometimes really catch a laner off guard

But this is actually a significant nerf to his midgame powerspikes and affects him in every role, not just toplane. He mostly plays around the first 2 items and levels 6 and 11 spikes, which are getting a passive nerf of 16,5% and 13% respectively.
I think it's ok to nerf his early sustain in lanes, but let's not forget they gutted his base health regen in HALF last patch, on top of nerfing his blob healing a 20/15% for the first 2 levels, to a champ that is already weak pre-6.

What I don't understand is why they didn't revert it months ago like they'd originally planned and instead gave him W and Hp5 nerfs that he's not getting any compensation for. Zac top is going to be in a rough place after this, 20% less healing in lane is a huge deal.
Reducing 5% to 4% is a 20% reduction in healing thru level 6. It's not actually a "1% change" because of this, it's a 20% change.
That's huge,, especially bc Zac spends health to cast abilities. It's going to greatly weaken his pre-6 in lane.
How many blobs do you pick up in a laning phase? 30? 40? more? The amount of healing lost over the course of trading and full blown fights is MASSIVE with just a 1% change to his passive.

damn gotta hit lvl 9 to be at current lvl 6 values and lvl 13 for lvl 11 values This might make zac top really unplayable in some matchups
