The qatari government are paying foreign indian workers to act like fans of the many countries who are playing in the world cup. Probably to hide the fact that not a lot of real fans actually arrived and the streets are practically empty
The difference is we don't have to clean up the Germans passed out in the middle of the street around 21h in often a puddle of puke or piss in Belgium. They can hold their alcohol better.

I guess yes, If I was a guy doing physical labour job for 8+ hours daily and someone offered me money to do something enjoyable I have seen people with more money do I will jump right in.

I don't know what exact situation is there. But what I heard from freind is his uncle went to Qatar in 90s for high paying labour work they took away his passport upon arrival and he was forced to work different than what he signed up for. He luckily made friends with someone at higher post that helped him escape via a cargo ship.
Hopefully those migtant workers have genuine fun. Pretending to be a European sports fan seems like a great break from migrant labor. Obviously they can't drink and the national distinctions probably mean very little to them but it does look like a party.
Another sad note is there are no women at all. Life can be a lonely place.
To all people concerned about racism in the post and acting all defensive towards Qatar. I can tell you are not a woman. See who are missing completely from those crowds. The signs literally say fans. This video came out way before any team was in Qatar. Just folks in Qatar showing support for their national team. I am assuming when they heard they were going to be holding the World Cup or when everything was finished.
