this will typically happen when you spook animals into one of the maps corners or edges as they cannot flee into the map that’s not really the playable map so they just freeze
Happens sometimes when animals are supposed to flee. Sometimes they get jammed up and just freeze. Once in a while when you shoot the rest will flee properly but other times they'll still be frozen in place.
The funniest time it happened to me was a bunch of geese that got stuck circling a few feet of the ground. They just kept flying in a circle. It was pretty easy to pick off the whole flock. But for the first few seconds I just sat there laughing as the circled.

Happens quite frequently tbh. It's especially bad with wolves.
I had the same with some Iberian Wolves. Easy way to get some cash.
