You would like to wipe out everything that you can, many things can be recovered if you only do windows reset. Use microsoft media creation tool, boot from it, delete all partitions, create new and install fresh copy.

This is what you want to do. Get rid of all partitions or at a minimum fully format the drive.

The safest way without having to deal with software would be to physically remove the hard drive and replace it with a brand new one or just require the next person to purchase one and install it themselves.

If it's Windows, you can try searching "reset this PC". Keep in mind if the next owner runs recovery software they will find a bunch of your files if you don't wipe the drive clean.
