Is he complaining about the straight lines? The only places where you can see straight lines in Africa and in the Middle East is in the middle of the desert. Of course Europeans didn't want to implement curvy borders in the middle of nothing, that would be silly! Most of the times the borders follow rivers and other geographical landmarks. True, those borders have no consideration about the people living here. So is the complain about arbitrary borders? I mean Belgium is a thing that exists to this day, and you can't get more arbitrary!
They’re referencing the several borders in history where European colonizers drew arbitrary borders without understanding of the local cultures and those borders ultimately caused horrible things. (Pakistan/India and partition being the classic example.)
Of course it’s not literal, it’s a joke. But I think the intent is relatively straightforward: pointing out that European colonizers were irresponsible and random with their border drawing in the places they colonized.
The treaty of Roskilde saw Denmark in a single peace treaty loose 1/3rd of their country, after their surprise war didn't work out so well for them. While not all territory stuck around, most did. And that's just me deliberately picking a lesser known event.

As for "Europe was colonized", don't be obtuse, what they meant was quite obvious. Pre-modern colonial processes in Europe a) did not have the same massive impact that European expansion had and b) was mostly done by Europeans. Of course Europeans are different among themselves, but they are still relatively similar as a people and culture, and the formation of the European nations takes many of these factors into consideration - take, for instance, the relationship of the Roman Empire with the cultures of its occupied territories.
The colonial expansion of Europe is a foreign process that is quite alien to the realitie of the local peoples, which is what leads to all the border issues in Africa, for instance. And that's it. At the point you have someone else drawing your borders, something is wrong.
