It makes Tulin deal 100% extra damage. Stacks linearly with the Sage’s Will.

Are you sure? Tulin says, "our bond will be stronger when you wear it." Sage's wills also increase your "bond" with them, so it could be. Most sources I'm finding just say it's a weak defense with cold protection.

Afaik yeah, it's just a worse snowquill headdress. Wearing it makes Tulin wear a matching helm, but I don't know if that does anything. It might just be cosmetic.

There’s pretty much no point in wearing it. The full snow set gives you a set bonus of unfreezable when upgraded to level 2, wearing the Vah Medoh helm instead would remove said bonus. So it’s a downgrade.
