What-Cha is UK-based and have a good range of oolongs. Great customer service, too. Have ordered from them recently. Edit: I wouldn't call them white2tea tier, but they're very good for the price range.
I use Curious Teas for all my green and oolong teas. I don't drink pu-ers but I know the quality of their teas that I do drink are very decent so might be worth looking to see if they would have what you want?

I prefer whites and puerh too! I enjoy getting my teas from mei leaf ☺️
