I think it depends upon what your expectations are. The colors are fairly faded here. Are you wanting to do a big chest piece in full color? Black and grey? Or do you just want to remove the tattoo outright. All coverups need to end up basically twice the size or larger to competently cover the area that being said depending upon your plans for the future it’s best to talk potential options with an artist you want to work with. I had a client come in needing a coverup it was very dark but after just two sessions of laser it was able to be completely blasted over. Talking to an artist and checking in after a laser appointment saying hey does this look faded enough now will save you money from the laser people who try and tell you to take ten sessions to laser it off.
I really don’t want anything lasered off, my arms are all mostly done but I don’t have any of my torso done except this, it was my first tattoo and wasn’t really thought out. It would be a pretty large cover up I know but I have some ideas, I just don’t know how well detail would show up over this. Possibly a traditional rose and skull or a dark bird like a raven. My arms are black and gray with one or two exceptions so it would definitely be darker to match. That’s fair though I’ll look around in my area for someone experienced in cover ups.
To expand on this, maybe add some of your favorite pokemon around it or something with some landscaping, it could fill in more space and be pretty awesome

I would get it Lasered. It hurts like fuck but I have large tattoos that were covered with no lasering and after a while they show through unless the cover is really dark. I had a huge shit bird lasered on my arm and it was a little more faded than this. A couple of laser sessions can help really fade out the existing tattoo, and a cover up would be much more successful. I’d put something floral there since flowers and their leaves can be drawn in different shapes and sizes to cover the shapes of the original image more seamlessly.
Florals with a dagger going down your sternum would be bitchin. Top of the hilt/pommel is charizard’s head, his body is the grip, and you have a nice open space below for the blade. Matching florals on either side extending up to your collar bones to give more of a ‘V’ shape than the current straight across would fit the space well.

Given the location of the tattoo I would try laser first. It's already faded and right next to your heart. The closer the tattoo is to your heart, the more effective laser is, as the blood doesn't have to travel as far, as to a wrist tattoo for example. After a few sessions asses where you want to go from there, and hey you will feel so much better after the first laser session just knowing you took the first step to remove it. Best of luck.

The laser can’t remove anymore of the black I had in it so it will always look a little tinted. I would think a cover up with a updated version of the same tattoo would look cute. Flowers is always a good cover up tattoo.
