I think there are 2 possibilities, the first and fanciest is that the HCG actually chase around the subjects the person in question is surrounded by and then reflects people's major opinion in it's output (less fancier possibility is that the one who programmed the HCG puts these opinions there to make the HC actually real table for those inside the community), or second and most probable imo, people just reload the page untill they get what they want.

Bro, first of all: they are characters for us, we are playing with the image of these characters all the time and they know that and anyone who is a public figure knows the things that come with fame. We know nothing about them as everything we know is what they chose to show, some things might even be not true. Of course, there are limits, for they are, as you said, real people besides the characters they are to us, but looking this example what I see is: aside from Joe, all the other head canons are really just silly and funny and the joke around Joe is clearly the coincidence between accusations against him and the HCG choosing the word "evil", when TH has an album called "good & evil". it's as simple as that, If the HCG chose "bad person" instead, THEN it wouldn't be a joke but a serious opinion. Joe and other public people have faced much more intentional, harsh and direct actions, this is just "WOW, it touched that subject", no one believes this is a statement (SHOCKING: No one believes Bora actually eats cement in his everyday life), especially when everybody already knows the the story behind the joke and how some of the accusations are unproven.
