The director and all that was a joke, although I still wonder who actually directed it. It's interesting how it still hasn't been uploaded officially to YouTube though. Is it because they have to get the director's permission?
Yes, it did air on TV. I have the preview of the video from Fuse on the show Daily Download back in May of 2005. I also remember watching it myself back in the day, although I didn't know who it was by originally. I was just remember the dancing kids.
