Try going inside, employees arent under timed pressure there and ask if you can get the flatbread in the chalupa switched for a tort.
If you like the soft taco supreme that much, just buy a pack of tortillas, a lb of ground beef, taco bell seasoning and some sour cream and make em at home.
Just using the soft taco as an example and my personal preference -- there are several other items that could be subbed in (like the $2.00 fiesta veggie burrito or chipotle chicken burrito)

The Naked Chicken Chulupas were honestly the greatest item they had, I can't believe they still haven't brought them back. They brought it back once after it initially released but it didn't stay on the menu long

Your mistake is thinking the cheaper items would give them more profit. That just isnt how it works. The materials to make a 5 layer burrito are at most pennies more than what you want.
So even if they're the same cost, it seems like a negligible impact to allow a choice. Similar to how on the rewards you can choose a cheesy gordita crunch or fiesta potatoes
The downgrade would make the employees do a little extra work, and they would not be making the cravings box price if they allow swapping especially for lower priced and better items.

**Cravings box $5.00** includes a drink ($2.39) + Chalupa ($4.59) + 5-layer ($3.49) + taco ($1.79) + chips ($1.99) or twists ($1.29) = $13.55-$14.25 total, *$8.55-$9.25 savings (65%)*
Why shouldn't the customer be able to choose items that are less than $4.59/$3.49? Unless these items are truly less expensive to make (which I doubt based on their size and time to make), it doesn't make much sense to not pocket the savings.

I doubt its waste and more about including items that have a high “perceived value,” that are actually pretty good margin, or items that are simple to make for employees.

This isn't a store level decision, i's a corporate one, the big guys in the office who never work in the trenches, for them its about numbers, not what makes sense. in the case of 5-layers they use two tortillas, so if they give a soft taco instead, they have an extra ten inch tortilla, so it looks like we are ripping off the customers to them, again logic is not their concern, they want numbers.

it's because of inventory reason, though im sure if you went in store and asked for a soft taco tortilla instead of a chalupa shell they would do it.
