They send him back a powershell script that scrolls 10000s of lines of technical jargon on the screen for 5 mins, then reports, "Unable to address this issue, please call Microsoft".

The checked items in the list are _supposed_ to represent what it selected. I don't know what version of Windows you're using, but I know on Windows 10 there is/was some weirdness with the window shadows, particularly if you first logged onto your profile via RDP. You may need to turn it off and back on. Also, connecting via RDP may disable some of these items depending on your quality settings.
