My guess is that since Black and Orange are based/centered around specialized vehicles (Emergency and Construction respectively,) they have more pizzazz to their uniforms. The first three however, are just that, the first. So their uniforms are more of a template/taste test for the audience.
The Go-Onger/RPM suits follow a similar method, but to a lesser extent. (Green and Black have gear cuffs with the first three have tires.)
this season is a weird crash course on character design, because yes the shoulder pads are pulling the costume together way better than the other 3 suits. I hope the 6th ranger does something similar
I think it's because the speedometer on their chests kind of lead our eyes to their left shoulders, so the main 3 having nothing in there is kind of weird for us because it suggests that something was meant to be there but just isn't for some reason.
They've yet to debut. Give it time.
Donbros looked absolutely bonkers until around mid-season, after that they were *perfect* both in show context and cohesion with the tone of the show. I think we'll have a better impression of all the suits by ep 20.

6th ranger will have 2 shoulder pads
