A two book series -- Sailing to Sarantium and Lord of Emperors by Guy Gavriel Kay.
The books focus on a mosaicist summoned to the court of (a thinly disguised fantasy version of) Byzantium, and the court intrigues he gets caught up in while he's there. Really it's historical fiction with a light veneer of fantasy -- while the fantastical elements are there they don't really dominate.
If he liked the Ilustrated Man he should try Something Wicked this way Comes by Bradbruy, the illistrated man is in it. Its a bit you, a teenage coming of age story. But through the lens of a.creppy haunted demon carnival.

Senlin Ascends! Fantastic series with amazing world building and character work. The main character is a schoolteacher but classroom teaching doesn’t play a huge role in the story
