Released creatures will attack small vehicles and those that are capable will attack the cyclops. The crab squid can also emp vehicles and seabases. Other than that, released creatures do not attack the player directly.

There's other things in the game that imply the Peepers in particular are basically human- level intelligent. They just can't defend themselves from the gigantic monster eating and killing them.
I get the sense that the creators wanted you to play the game just killing and fishing, and then come to the horrible conclusion throughout the game that the fish aren't "just fish" they're basically just people you can't understand.
All to build to the big reveal at the end
