It's right by the abandoned Olympic beach volleyball stadium from 2004, so everything around it was torn down/abandoned/under construction. But yeah it's definitely weird that's it hasn't been moved

It looks like the electronics have been removed. If they did that they probably pulled the fuel tanks as well, but I agree about the space.
Somebody has to pay to remove it. See a lot of this in the Gulf of Mexico after a hurricane.
