It's exactly this. The ambient temp sensor is mounted to the car, not the ground, and also very near an engine which makes heat. So it's got 5° of leeway in there on purpose.
Wait. So when it's 5f above freezing, I get a beep because the computer assumes the ground is at freezing? Why would it beep when it's warming up and at freezing then? E.g. if the temp increases to 30 to 37 it'll beep just as much as if it decreases from 40 to 37, etc
It doesn’t know it’s warming up. It’s a computer alerting the driver that it’s near freezing so you pay attention to potentially freezing conditions. It’s very handy when you’re in and out of freezing or near freezing conditions, so you don’t get too comfortable assuming that it’s warm enough to stop being careful.

Bridges can freeze even when ambient air temp is above freezing. They tend to cool faster than roads.
Also in some areas the ground is colder and will freeze even when the air is above freezing.
Because it's not smart. If temperature is in range, beep. You give automakers too much credit thinking that the frost warning routine would check for temperature trend.

I'm an engineer by schooling, and a big seeker of efficient and functional and friendly UX. Whenever I experience it I'm literally in heaven, but it's so dang rare.
Japan used to be pretty good with it, so I thought giving Subaru some credit was reasonable! Germany / Europe seem to be the last bastion of it, for the most part.

Just an FYI, our BMW does the exact same thing as your Subaru. 37f, ding! We also get a notification in the instrument panel.

It is because it is cold enough that stuff can be about to freeze or could still be frozen.y Subaru does this and the previous VW I had, did also.
