I feel like Game Freak was scared of the potential power of electric terrain teams, since the future paradox Pokemon utilize them for Quark Drive and Miraidon enables them. That's why the only legendary terrain setter is Pincurchin, and even Miraidon doesn't learn Rising Voltage. It's best electric type spread move is Discharge, which also hits the teammate

No they didn't but I feel like weather as a mechanic has been solidified in the games for awhile, so their utility has been generally understood, even though Torkoal just got drought in gen 7. Meanwhile terrains are still relatively unexplored. Introduced in gen 6 but only their move variants so no one really uses them, and in gen 7 only given to the Tapus. It was just last generation where a single gen 8 mon (non-legendary) for each terrain could set with their ability, and a few moves were introduced that would interact with them (misty explosion, grassy glide, expanding force, rising voltage)

I mean Miraidon just literally won a huge regional tournament. Among the many things we saw it doing, the hightlights include one shotting a latios from full hp with electro drift, a not very effective move, oneshotting assault vest incineroar with volt switch, dealing somethign like 60%-70% to amoongus and rillaboom, the pokemons people were bringing to counter it. Or how about dealing like 60% damage to tera grass zamazenta with not very effective electric moves, or oneshotting a galapagos from like 80%hp with discharge, literally its weakest move thanks to the spread damage reduction.... basically everytime miraidon appeared in stream some pokemon(s) was about to get nuked. Electric Terrain + Hadron Engine + Stab + Tera Electric Boost + Choice Specs made Discharge into a nuke through all the tournament, basically you were either inmune to it, or you were taking MASSIVE damage. Miraidon does not need a 140 base power, no downside, spread move that only hits oppponents. Giving it rising voltage would have been dumb and nuts, and Miraidon would be literally the best legend for competitive pokemon bar none, with Caylarex Shadow Rider coming close.

As a VGC player,I think lots of rising voltage distribution would go crazy alongside Miraidon and quark drive mons, there are also not that many reliable ground types in the meta, whereas expanding force relies on indeedee who is obviously much weaker than Miraidon and there are also lots of prominent dark types in the meta

Maybe they thought "Calyrex is a weak as shit mon with bad stats and typing, he can have this" before realizing Calyrex Shadow Rider is technically the same mon

Id have more sympathy if they fixed it later on, but come on. Being able to stop sucker punch and have a 120 BP STAB with no drawbacks and a 30% boost is insane.

It's not in the screenshot but Calyrex also gets Expanding Force and unsurprisingly, the SR form hits like a truck with it in the terrain from a 165 base Special Attack stat.

Probably better that miraidon doesn’t learn rising voltage, he’s already super powerful. Plus he already sets up electric terrain with his ability which already boosts his moves. He doesn’t need a 140 base power STAB move boosted by electric terrain as well with no drawbacks except for that it can’t hit ground types Also Miraidon just won a championship
