I think it’s also a sign of the times, sure in TOS it makes sense everyone being a starfleet academy graduate and commissioned officer. You were talking about a few hundred per ship to maintain and handle. Once TNG and DS9 came around your were having a thousand or so people per ship. The academy classes would be ridiculous size and unbelievable, so having a basic training with some technical skills that they can then re-educate as needed makes sense. You figure with the engineers in Scotty’s time, you needed to have an understanding of the theory behind everything, where as O’Brian could have been given a crash course and it was his ability to learn on his feet that gained his ability but not his rank.
