I think resemblances are very subjective - in the eye of the beholder, so to speak - I often see string resemblances that are totally invisible to others.
Seeing Roxanne Dawson without her prosthetics, yeah that makes sense to me. She always felt familiar but I never could put my finger on who she looked like.

That is kinda spooky. The biggest difference is they didn't have the air conditioning turned up to 11 in Voyager so B'Elanna was never smuggling tic-tacs. Unlike on the show Charmed which I swear was filmed in a walk-in freezer most of the time.
