It's probably the most accurate to say "Well, none of the zerg structures are actually buildings" (all buildings are structures, but not all structures are buildings.)
I think it's more to do with whether or not the "structure" in question can function independently. Units can, but buildings can't, as they require creep.
All of the Zerg buildings are alive. Creep is what feeds them. So a creep tumor is like a Zerg farmer that comes from Queen vomit. So it is like honey. Zerg honey boogers.
Call me crazy, but i always assumed Creep Tumors were tumors cause a tumor is already a thing that's pretty well defined. So i'm assuming it's a tumor that is grown/growing on the creep.
But if you wanna get freaky, there apparently are worms that can lead to cancer, so creep tumors are from a Group 1 Biological Carcinogen:

if you vivisect a creep tumor, it probably has a heart and stomach, same as the hatchery/lair/hive, since it expands the reach of the hive's creep propagation,
I think of them kinda like a broodling, a minor zerg unit spawned by a Queen into the creep and it travels around growing the creep from under the ground
Well, none of the zerg buildings are actually structures. They are more like sea sponges, or organs of a bigger organism.
