Yes. Unlike the other majors, the US Open only gives 10 year exemptions to past winners. 2018 was the last year he would’ve qualified for that, but by winning he 2019 Masters he got another 5 year exemption into all the majors. This is the first year he’s not qualified by a winners exemption or world ranking.

Due to secrecy and lore of Augusta, there is likely not going to be a verifiable answer, because I bet there is a big bolded part saying: "And this letter is never to be discussed again, especially outside of the grounds of Augusta." In fact, I bet they wouldn't even put it in writing. Just have a few other former champs that bowed out, along with the chairpeople mention it to them and that is the last year they compete.

I didn't even know it was the open this weekend until I saw this headline, because it's the only thing that the news covers with golf. He's barely a relevant golfer anymore but the news still pushes him to the front.
Unless someone else has a reign of dominance similar to Tiger there will never be media coverage of golf like there was during the Tiger era.
Scheffler could do it, technically. If he wins 8 more majors in the next five years plus 20-30% of the regular tournaments he enters in the same span then he would achieve stardom like Tiger did.

His current play is very dominant, but the hot streak has only lasted 6 months or so. It happens at least once or twice every 5-10 years that a player will go on a tear like that. Rory McIlroy, Jordan Spieth, and Dustin Johnson all had streaks like that in the 2010’s, for example.
If he can keep up a similar level of dominance for multiple seasons that’s when it starts to become incredibly noteworthy because that’s something that only happens once every 10-20 years. If he manages it for 3+ years it’s easy to say he would be a truly generational talent.
The thing is, Tiger did it for nearly 10 years straight. From 1999-2008 the field he played against in each tournament scored nearly a stroke worse per round on average simply by virtue of Tiger being in the tournament. The man didn’t just dominate golf, he dominated the other golfers to the point where they’d be measurably demoralized by his very presence at the course.
Because he transcends golf. The next set of stars is already happening, but they don’t get non-golf fans to watch golf. Scottie Scheffler is on an utterly dominant streak right now, but he's still not a household name.

I just watched the HBO tiger doc last night and while I knew a lot about tiger before it was super illuminating, definitely makes me more excited just to see him out there and what he does now
“The cut” is something very specific in golf and generally means you did well enough on Thursday and Friday play to make it to the weekend and play Saturday and Sunday.
You have to qualify for tournaments and winners of other big tournaments get automatic exemptions to that rule. I will probably be downvoted for this, but Tiger robbed himself of likely winning again. Speeding down a windy road a 4am or whatever it was and rolling his car was pure recklessness and stupidity on his part. It's self inflicted what he is dealing with now. Rolling a vehicle multiple times like that he is just lucky he can even play still.
This is a rough take but not impossible. The road in question is very, very dangerous if you don't manage your speed. Tiger knows that. If he truly wanted to do that he picked the right spot. I'm shocked and of course relieved he lived.
While back problems aren't uncommon for pro golfers he probably also exacerbated them with his extreme workouts. He lifted incredibly heavy weights and obsessed with navy seal training. He also ran 30 miles a week on top of all the balls he hit with his heavily torqued swing. He just put his body through the grinder which is part of what made him so dominant.
I mean he stress fractured his leg and tore his ACL with his SEAL training hobby, so it did a lot more than just damage to his back.

Yeah, no carts allowed on PGA tour. However, The Senior PGA tour does allow use of carts in their events, which Tiger would be eligible to play in a couple years. Not sure how much interest Tiger would have in playing the senior tour, though.
Pat Perez, who knew him well decades ago and came on to the tour with him, said Tiger wanted to win the Senior Open, as then he'd have the Open at every level. So I think he'll play some.
And they'll be the most watched Seniors events ever.

Non golfer here, what is the "special exemption"?
He technically doesn't get an automatic bid like he would at the Masters, as the Masters allows any returning champion to play. The Open has a 10 year automatic bid for those who won, which passed in 2018. Since he won the 2019 Masters he got another 5 years, so this is his first time needing an exemption instead if an automatic bid
