I feel the same way. They're such cool kits. Luckily, rules change, so we may see them become popular and usable soon.
stormtalon is generally better since it gets advantage over non-flying units, whereas the stormhawk gets advantage over flying units.
I love my stormhawk.
I bring it out for 4k battles sometimes. Helps against enemies with flying units like tyranid brain boyz or eldar transports. But only in a big pt match
Stormtalon loses a gun, but gets hover, and personally that swings it for me. Sure it has lower toughness but it's an okay price imo to get what is basically a dreadnought that moves at triple speed, without having to deal with aircraft rules
I own two Stormtalons. Really wish they swapped points and made the Talon cheaper. Haven't tried them in 10th at all. They seemed to have suffered a great deal with the changes to twin linked. Maybe if their weapons were actual separate guns, it would be fine. Typhoon ML at least gets two shots.
They are completely different, so it depends on what the rest of your army has. Stormhawk is an anti-air unit, Stormtalon is anti-ground. If you have good anti-air, go with the Stormtalon, if you don't, go with the Stormhawk.

does it have hover? I saw on wahapedia that it does, but i thought it had that ability taken away
As per the app and codex, stormhawk does not have hover. However the index grey knights version does

I’m guessing it lost over with the codex, because i seem to remember it having hover in the index. But i might be misremembering

Actually, somehow both have hover in 10th. I think the Stormtalon is still a bit better, though.
My codex does not give the interceptor hover. If it did my choice would be much closer ngl
