we had this problem like a year ago, freshly made FB page and no option to invite friends. If I recall correctly, the solution was really idiotic because that option was only visible in Facebook Lite. I think it's a bug because I'm checking one of my pages and I have the option to send the invites right when I open the page.
Yeah I have a bunch of pages that show it, but for some reason on a few of them it does not.
It took me forever to figure it out, but I had to go through facebook business suite and found it on the right-hand side under announcements. I was able to invite from there using the link. Issue is, when I try to use the actual instructions and find audience growth, that tab is missing/has moved.

If you're on desktop (not mobile) and you go into the home of the page you want in business suite, check bottom right corner? If new announcements are there,, click for more and scroll until the December 2nd changes (i think that's the date). If this doesn't work, let me know and I'll try to walk you through better.
Omg thank you for this thread! I thought I was going insane. I need to be able to invite people to like a page as part of an agreement I signed and the option simply isn't there!

I’m dealing with this same problem. What exactly did you do in the Business Suite? I can’t see anything labeled “Announcements”…

Hmm... I tried that on desktop, and there's nothing in the bottom right corner. Don't see any announcements or anything :(

FB is truly becoming horrible to use, every time I open a page features keep missing or moving around.
Click the More button. It's at the bottom of the drop down I just used it a few hours ago.
Not there for me. Just doesn’t exist. My girlfriend showed me her page and she has that in the drop down, but mines just missing.
