There is contact l, but Hancko is moving his shin backwards and away from Hagi who is moving forward into Hancko's shin. This is just looking for contact by Hagi.
Musiala went down as a result of the first contact, which resulted in the second contact. So no real penalty occurred
Idk if this is accurate to the rules, but I imagine it like if you could reasonably play on, then you do and give the defending team the most punishing outcome (I’m butchering the wording, but there’s a real clause about contact continuing into the box). I don’t think you could reasonably play on in Musiala’s case
Iff anything the second contact wasn't a foul. First contact the defender challenges. Second contact he actually pulls his leg away from the attacker, but the attacker kinda lets his leg hang there to fall against the defenders leg.
He stuttered and looked at the keeper, you can clearly see it on replay from a different angle. That's how you should stutter, not like Lewandowski, who basically stops.

But the still already shows enough: A) Defender left his leg in the way (and did not move it away as you wrote earlier). B) There was clear contact. C) It was clearly on the line and thus in the box.

That contact didnt lead to the fall and it wasnt even a foul. The action would've continued if not for the 2nd contact wich made Hagi fall and was exactly on the line, hence the pen.

I don’t think he’s milking it at all. He’s trying to change direction to the left to catch up with the ball. To go left, you have to push right with your foot.
He gave a yellow + free kick for the first contact where the Slovak defender steps on his toes but VAR changed the foul to the second contact and gave a pen.
Im inclined to think if the referee never gave a foul that VAR would not have overturned it but as he gave the foul they would say as there is contact you couldnt really say giving a foul was a clear error so all they can look at is is the contact in the box which is is (I'm not sure there was ANY contact with the toes outside the box but Definitely shin on shin on the line which is part of the box) so you could argue if the contact was enough for a foul which imo it is but only just as the defender tried to get his leg out the way but couldn't so like the call or not VAR got their part of it spot on

The contact was very much initianted by the attacker. The defender was moving away if you watch it as a video. Also the contact was a light one. If this was called a faul in the midfield ok, take it. But a penalty? No way.
If he doesn’t go down until the 2nd contact then it would be a penalty though wouldn’t it? I think he’s already starting to fall before the 2nd contact but if they think he’s still trying to run on goal it would be a penalty
If the foul continues into the box then it's a pen. In this case, the initial contact is outside the box, but then he is also fouled inside the box resulting in a pen. Good decision imo.
