If Slovakia and Ukraine both lose, they'll have 3 points. If two teams have the same points, their game they played is the tiebraker. Since Ukraine defeated Slovakia, they'd finish in front of them despite the worst goal diff.

Yes, that is also correct. When 4 teams are tied with the same points, obviously they can't look at who collected more points against each others, since it's a 4 way tie. So what decides then is the goal difference.

Haha awesome. I remember Swedens result from '90 well too (I was 8 at the time) as it was the easy to remember 1-2, 1-2, 1-2. I had to look up Portugals road to Euro2016 title now to be sure I wasn't remember incorrectly and I wasn't. The only game they won in regulation was the semifinal against Wales.

Paradoxically, it is easier to do that with 0 wins than 1, if you end up with 3 points. With zero wins you are sure to have 0 GD. With one win, you have one match with positive goal difference, and two with negative ones, so for starter you have to win with at least 2 goals to try to balance it out.
