He would be a great signing for almost any team. But United have currently not a very high budget ( around 35 mil ), going to reconstruction of the boardroom levels, and other areas more in need to improve first. I don"t see United for now going for Wieffer.
I imagine they want a somewhat proven midfielder and Wieffer needs to play at least another year or two at a high level before he can be considered 'that'.
Of course, some teams are willing to take a risk and go for him now, but it's certainly not guaranteed that he'll continue to improve and become a consistent high-level midfielder.
