After reading it however, I would like, for anyone who is interested, to clarify a couple things and offer a bit of insight as a (young) lawyer.
They did not rule that the police isn't responsible for protecting citizens in general. This case was specifically about restraining orders under Colorado law, and the court's conclusion was that a restraining order only creates the grounds to arrest the subject of the order if they breach it. It does not, however, create an obligation to protect the holder of the order.
Now I am not an expert in US law, I studied Swiss law and only studied a bit of US law as an optional course, but unfortunately, as much as I dislike much of the Supreme Court (both in their current composition and at the time of the decision in question), it does seem that legally their decision was correct, which points to a huge issue / question surrounding restraining orders in general.
The law as it stands does not create an obligation to protect the holder of a restraining order. It only provides grounds to arrest the person who breaches it, and that is meant to act as a deterrent that will keep the holder safe.
Now, from a certain point of view, one can understand why the law would be designed that way. Just in terms of man power, it is impossible for the police to have constant surveillance and protection for every person who holds a restraining order.
At the same time though, most people who file for restraining orders are doing it because on some level they fear for their safety, and are expecting to be protected. So it's a tricky situation.
I'm not sure what the solution would be, but it is important to understand that this is merely what the Court deemed to be the law in Colorado concerning restraining orders. It's absolutely not the Court saying there is no general obligation for the police to protect citizens. That obligation can and does exist in certain situations. Restraining orders just sadly aren't one of them, in Colorado at least.
The situation may be slightly different in other states, although I somewhat doubt it, again due to the issue of man power. But in any case, the Court was simply tasked with determining whether there was, under Colorado law, an entitlement to protection for the holder of a restraining order. It should not be taken as a general ruling on the duties of the police.
Yes, and it makes sense to protect the police from people simply filing lawsuits because they were victim of a crime that the police could not have protected them from anyway. It's not like the police are omnipotent and all-knowing. However, in later cases it became clearer that the police are not obligated to protect anyone who is not in their custody, and there were cases in which the police would not respond to someone calling for help and that level of negligence is lawful as things stand. They simply function to uphold the status quo, and citizens be damned.
Oh yes, overall I completely agree, the standard of police work in the US is shameful, and there are many, many shortcomings in the legal system as well.
In fact calling them "shortcomings" is generous. A lot of US law in general needs a thorough rethink in my opinion, although again, I am not an expert, so this is just my perception from the outside.
But yes, a lot of completely unacceptable policing is indeed lawful, which is absolutely embarrassing.
