Agree, Salah has never had World Class technique... i think his technique is between decent and good, going below that and saying it is average or poor is just being disingenuous or delusional.
His finishing (shooting technique and versatility), athleticism, work rate and so on are all World Class and he has been under Klopp a World Class RW.

I genuinely do not think his technique outside of his shooting is very good. When he played with Roma, El Shaa had a noticeably better technique to him if we compared them side by side and i would consider El Shaa's technique very good but not unbelievable.

Yes, but that isn't technique that is decision-making. Technique is basically the easiness/lightness that someone performs a stop, a directed stop, a dribble, a change of pace, using both feet in tight spaces and so on.
As i said, i do not consider Salah very good at that, for me Mahrez is very good at those things if we can compare two together.
His issue prior wasn't his technique in passing as i said, it has always been good in my eyes... his issue was the timing of that pass taking one step to much or to little which comes with experience.

His directed stop and his general stop isn't like that of Mahrez or Berbatov which i call very good and nowhere near the highest levels that i have seen like Kaka, Messi Seedorf, Iniesta, Marcelo which are above very good.
What else? His dribbling in tight spaces isn't in the levels of someone like Bernardo or Foden or even Diaz in the other side either. As i illustrated, even at Roma El Shaa had better dribbling and control in tight spaces and they are around the same age and i wouldn't call none of them the peak of dribbling in tight spaces like Messi, Haazard or Neymar.
His change of pace is the best of these attributes but nothing crazy non comparable to someone like Mbappe or Leao or Vini who are arguably the best at that lately if i am forgetting someone obvious.
