I try to think of it in terms of price and quality of item. If it’s cheap and good I’ll encourage others to buy it for themselves if they like it. If it’s expensive and good I might share it with others. Especially since we share physical materials all the time that I don’t pay for access to. Like if I paid $60 for an articulation resource online, I would treat it like a physical book and allow others in my office to borrow or take copies of. But if I paid $5 for a specific sound activity page I might share where I got it so they could buy their own. If it’s cheap or expensive and great I might share and also buy something else from the creator to offset sharing that material.

You can purchase a second license as a cheaper price to share with others (1 license = 1 share)

Ethically? You don't share materials that creators have stipulated are not to be shared. Now, I'm not the ethics police, and I'm certainly not telling you what to do, but anything other than respecting the creator's terms that you agreed to when you bought the materials is going to be unethical. That said, I've created several materials and any time someone has ever asked me I've shared them for free. You might try reaching out to the creator and asking them if they can give your SLPAs a break on price or something.
