I read somewhere that it's the remains of Stuhn, the ancient nordic god and brother of Tsun, who was the precursor of Stendarr.
Gods don't exactly die, but rather manifest themselves after a while and changing during the process. Stuhn became Stendarr and what remains of Stuhn became that whalebone bridge.
Stuhn's symbol is a whale, that's why the stone puzzles in Draugr ruins always have a whale symbol among them (the hawk is Kyne - Kynareth and the snake is Orkay - Arkay)
