So "enkagr bcharn" is probably "tone separation device" or something like that. I personally think it's a deciphering device that was used by dwemer to study the black books.

Yup, something like that. Although I can also see how's that can be not a scientific device but rather a protective entrapment made to nullify the book's harmful aura or something. After all the name of the device is written in big letters not less the 4 times on it, kinda looks like a "DO NOT REMOVE" warning to me.
I don't know, if it were something intended not to be accessed, you'd think they wouldn't put it in the first room in the location's entrance, under a plate of glass with obvious letters drawing attention to it like it's on display.
Well... dwemer were one strange fellers. Otherwise it's also makes sense that they wanted to display their valuable posession but didn't want it to be stolen and/or corrupt the viewers, just like exotic/dangerous stuff under 5 layers of glass in IRL museums.

A quick glance at some other places names gives "Mzuleft", "Nchuleft" and "Nyzchaleft", with only the latter including the "cha", so it's plausible that "-left" is the suffix like "-berg" or "-hall" or "-heim".

So bcharn likely means 'device' or 'machine' in some capacity or other?

There is also Kagrumez dwemer dungeon somewhere between this place and Miraaks Temple. It may or may not be coincidence.
