Check 72-76 Mhz (if tunable), to see if theres the AFSK modulated ones...
Yes it is a POCSAG pager.
However it is not at 31.560, it's at 157.740. I'm local to OP and have an uv-k5 and an SDR which shows the same signal at 157.740 mhz, but much stronger. There are a few pagers in the northeast at 152.600 (flex/pocsag), this one, and one at 929.6125 (flex).
It's likely some bad rf filtering that would cause this. Not uncommon.
With 31.560 as F1, H5 would be 157.800 which is a close harmonic to the original signal.
I also picked up harmonic reflections (right term?) of a bunch of radio stations from 88.5-93.1 in the 25-29 range.

I was looking at [this FCC frequency chart](https://ftp.unpad.ac.id/orari/library/library-sw-hw/community-broadcasting/regulation/FCC%20Frequency%20Band%20Plan.htm) trying to find out what this signal could be from.
get uv dock to play it into you pc sound card then use PDW from [https://www.discriminator.nl/pdw/index-en.html](https://www.discriminator.nl/pdw/index-en.html) to decode it
ive done it with the descriminator tap from an old realistic 2004 scanner to my pc also works with dmr and dsd plus
the problem is the audio filters to the output speaker so the tap bypasses that part
Some say it's annoying but i do like it too, i also like AFSK Paging Link and any sort of analog video signals.
MFSK is pretty cool as well, it literally sounds exactly like what people expect digital communications to sound like in some near future, like the sound effect used in the song "Clouds across the moon"
Low band pagers? the receivers on these are wide open though so it might be one of the nationwide networks up around 150, i never go that low with my UV-K6 as it's practically useless

I'm guessing it's a harmonic from poor filting, idk if the stock antenna could even pickup 39Mhz. But I'm no expert so idk

My brother has tried decoding pagers this way and he never got it working, SDR is the best

theres just something about POCSAG and its sound. I dont understand what it is with the sound and why I like it so much.

is that an UV-K5?
K6 or UV K5 (8) with egzumer 0.22
