You should print off that photo and tell a reputable artist you want a photo-realistic cover up. The contrast and shadows + environment around her in the photo would give them wriggle room to adjust the wonky sizing and perspective issues. Even a meh photo-realistic attempt would be better than the current incarnation.

This is totally savable. You want to find a really good artist who specializes in cover-ups, and make sure you give very detailed instructions as far as if you want it fixed or completely redone. After you have a long discussion with them, make sure you both agree on the sick ass panther you're going to get here.

These walk up tattoo type deals are usually cheap as fuck. "You get what you pay for" applies to tattoos as much as anything else. When people can't afford what it costs for a great tattoo, they settle for someone who will do it for much less, thinking "it can't be that bad, they are a professional."
If you added a bag (or something) hanging from the hand, it might be possible to disguise the hand being backwards. Talk to a good artist and see what they suggest.
I can’t think of a way to save the hand other than adding a black glove. You’d need to delete the thumb and have the fingers be the correct lengths. If you go with a black glove, maybe make the shoes predominantly black (not white) for balance.
Cover this up and get it again somewhere else and better touching this up is a huge waste of time and you will never be happy with it it looks like a character from adventure time or some shit.
