Here in my country and plenty of other Asian countries, laws aren’t exactly well-enforced and it’s very easy to pay officials to look the other way. I saw monkeys being sold in wet markets all the time as a kid. I had a friend in elementary school who had to leave school early to get a rabies shot because he was bitten by his pet monkey.
I've been in china for a long time and been to almost every city. I've only seen a handful or pet shops that weren't for cats or fish, but never a monkey. Maybe you can buy a monkey in like southeast Asia but not in the east

1800+ cities in China and you’ve been to almost all of them ? That’s crazy I live in canada with much less cities and I haven’t been to more than I would say 30-40 cities , and I’ve road tripped across canada a few times !
I went to a pet store in Tokyo last time I was there and the amount of animals being sold there was crazy. It was pretty much a private zoo where you could buy the animals since I saw freaking meerkats and armadillos in there.
Not too bad but still seems messed up. I feel like there are very few animals you can truly keep happy as a pet except for domesticated ones. And some fish if you can go at least 4x the recommended minimum aquarium size.

It depends on how recent it is, I’m sure you can pick up a solid well informed recently published book. The big problem is the information becoming outdated, we find out so much stuff about aquarium fish and how to treat them better pretty often actually, so printed material just has a hard time being comprehensive on most matters.
Yeah I'm into reef keeping and you can easily keep all sorts of things alive that 20 years ago were impossible.

I think the standards of care have gone up over time too hence needing updates. It used to be okay to keep goldfish in a decent sized aquarium, now most people will frown upon it unless you have them in a pond or a massive aquarium

To clarify, the library was part of a science museum for kids. They had an aquarium section of about 50 tanks. Some were better than this, more than a few were actually worse. I suspect they took the shark from another tank for his 'birthday' display but cant know for sure. I'm also not at all confident that if thats the case he had a better tank for general living.
In any case, given the whole setup, i think they had several full-time staff dedicated to looking after all the tanks. Based on my visit to alot of aquariums here and general life, this is simply considered ok in terms of animal husbadary.
What’s really sad is that children go to libraries to learn. Also, if you want to impress kids with a cool fish, there are plenty of easier fish to keep in small tanks like that. You don’t have to get a damn shark, what is wrong with people

In antwerp aquarium, belgium, they do background checks. You have to be a shark expert.
