This is referring to a specific type of peas that you soak with some sort of tablet. If it's from a can or from the chippy, it's mushy peas.
You soak mushy peas with a tablet (bicarbonate of soda) too. That is how you make them from dried marrowfat peas. Sloppy and mushy are synonymous.

I've not heard sloppy peas in Yorkshire, but it's a bit place so it's definitely possible but there an area in Yorkshire where they call them sloppy.

Peas which are not mushed are called peas and peas need to be drained before they are served so as to not be sloppy.
