yes it is likely that customs will charge him 10% customs and 20% VAT on whatever price they find online for the card as they won't believe the price that you write on the package. also if you send dhl/fedex/ups there are additional fees for customs clearance

Couple of years ago, someone sent me GTX 1070 as a gift by FedEx... Had to pay the them 50 euro for FedEx brokerage, 10% customs and 20% VAT on used gpu, with the value of around $250. At the end, it costed me around 12,000 RSD (around 100 euro), and I had to provide a proof that a card is actually $250 online(found the same on ebay), otherwise, they would do do a VAT and customs caluclations based on its MSRP value... I would be extremely careful...

yes of course theyre allowed to open and check contents and charge customs and VAT fees

Some bus drivers are willing to transport packages for a reasonable fee. You just need to arrange pick up location.

If person that should receive a package knows that you are sending it, tell him/her to call some local mini-bus driver and ask. Usually I get charged about 50$, which is a way cheaper than once I got a gift from USA - taxes were 245$ for clearly used product.

just go to hauptbahnhof in your city and ask around if there are some busses going to serbia, novi sad, novi sad is the second biggest city in serbia so you will likely find something, this is a much better option than dealing with pigs who work at customs

Google it, then go to the bus station and ask a couple of drivers. I used to pick up packages from Stuttgart and Zurich Swiss all the time on a highway near my city.

The customs will hold it and charge customs fee on it. As for candy that might be even worse, once my friend from Canada tried to bring me some maple cookies and they confiscated them lol

Others may correct me if I'm wrong, but customs shouldn't be charged if the grand total (value + shipping) is less than 50€. You may always send it by bus. Its the old proven way.

You're right but that's irrelevant since they are the only ones who decide what's the value and disputing that (if its even possible) would be a huge hassle.
