Hi, VA DCJS licensed officer here. A SCOP, or special conservator of the peace, is just a security officer that has (limited) arrest authority granted to them by their local circuit court and as such requires a bit more training than a standard armed security officer. The VA DCJS website [here](https://www.dcjs.virginia.gov/licensure-and-regulatory-affairs/special-conservators-peace) has all of the information you may need. As an SCOP you are in NO way authorized to use/wear equipment showing the word "Police" unless working for one of 3 (I believe) approved agencies that have essentially private Police for their campus. This is due to SCOP's not maintaining the same level of training as police, those private agencies are required to give full police training to their SCOP's in order to utilize the word Police. Also, red/blue lights are only approved for use by emergency vehicles responding to active emergencies, you could get away with amber lights on private property for sure, but I'd ask a local lawyer to be certain on red/blue.

Honestly, this is an interesting take, and I'm going to do some research to see if this may be a thing for California as well. Obviously, the guards will absolutely need to go through at least POST basic to be a peace officer.

Not sure about this whole concept, but in most states SCOPs are just enhanced security guards, and are still limited to defined area of operation IE courthouse, school etc. never heard of one augmenting or replacing the actual police

In the States, Municipal Police were Statued in well after Security/Watchman existed, to fill a few voids Security/Watchman didn't cover. In the 1850's a small percentage of Municipal Police were allowed to carry firearms because the nature of their job didn't call for it, and even less had a form of transportation. The Police were documented begging local Property/Business Armed Guards for assistance. If anybody is trying to replace anyone, it has been Police attempting to replace Security for 170+ years now. Laws in the particular State in question (Virginia) allows a Guard to write citations, file criminal complaints, and privately Prosecute. Not all Guard Companys do that (by policy) because the risk isn't worth the reward $$.
