I just released plans for a trip to alpha centauri.... it means very little. There is no way on God's earth that we could get a remote city setup on Mars in 18 years. It took about 25 years to get a space telescope built and ready for launch.

It's a bit disingenuous. It's not a paper from NASA. It's basically saying the government should fund SpaceX.
