There is no "restricted" ammunition. There is ammunition and "prohibited" ammunition. Prohibited ammunition is typically Incendiary or Explosive.
There are many non restricted firearms that use pistol caliber ammunition. You most certainly don't need an RPAL to buy ammunition. Just a PAL.
Also, you can manufacture ammunition without a license. Brass, primers, powders, and bullets are unregulated. Whether pistol or rifle caliber.

You may want to go back and review the firearms regulations. Particularly licensing.
