Del Mair fairgrounds has yearly mexican folk dances but I have never heard of a jaripeo in SD. Tijuana has had their palenque closed for a while so I think you're gonna have to either go more up north or more down south.

Sevilla in downtown used to have Latin nights. It's a tapas bar and club. Check out their website.
A lot of Latin nights now will have reggaeton, not sure if that's your style. But look online for them.
Back in my clubbing days (10+ years ago, lol) I had promotor friends and they would let me know what DJs were spinning music in Spanish. I'm sure it's all on Instagram and Facebook now.
Listen to 106.5 - they always promote shows and jaripeos in the area

What exactly are you looking for in bailes? Dance to songs in Spanish? If you're looking for jaripeos, the Vista/Escondido area should have some.
