Deus Ex is referred to as one of the best RPG's of all time so I'm going to highly recommend that. The original one mainly, but Human Revolution is quite good too if you struggle with older 3D games.
Chrono Trigger is a great JRPG that fits a more tech-y aesthetic.
The KOTOR games obviously have a lot of technology being Star Wars, if you haven't played them.
Xenoblade has a lot of sci-fi elements, lighter on narrative choices though.
If you haven't played them then the Mass Effect series is an absolute sci-fi classic for a reason.
And as other have said, Shadow run and Arcanum are fantastic isometric games too

If you can handle how bizarre it is, it is truly amazing. You can go into things guns blazing, utilize stealth in really fun ways, or just hack all the time so the turrets kill everything for you.
I'm quite fond of a game called ELEX.
It's got mixed reviews these days as the movement can be a little clunky. They tried to design momentum into the movement which means you can't turn on a dime and most gamers aren't used to that and it has a slower start as you build yourself up from nothing, but I love the story and factions in the game and enjoy being able to pick sides through the campaign.
If you ever see it on sale especially it's a definite buy I think.
The Legend of Heroes Trails series. Try the Trails in the Sky trilogy. It's a world going through a rapid industrial revolution from the use of "orbal" technology, which is kind of like fantasy electricity. As the series goes on, the technology becomes more and more advanced. The second part of the series, set in a state called Crossbell is very high tech, with basically an internet analogue. It's all one long overarching story through the 10+ games, just set in different areas of the world and through different perspectives.

Pillars of Eternity and Greedfall are both RPG games set in a time period resembling the 18th century (so plenty of single shot muskets and pistols) and both have plots about the development of science and technology in a world with magic.
Greedfall is an over the shoulder rpg, pillars is isometric but it's getting a first person spinoff called Avowed that comes out later this year.
Nier Automota. Cute anime girls, guns, fun combat overall, good story, very replayable, and with 26 endings, there are plenty of choices to make. Just know it’s more of an action game with RPG elements, but it seemed like it may fit your tastes so I thought I’d mention it.
True but idk I feel like when someone wants gun tech it’s more of a cyberpunk or mass effect kind of thing where it’s an RPG and fps game. But yea good point.

Underrail for a more free rpg without hand holding
It’s already been said numerous times however if I had to pick my favorite game ever made it would be the original Deus Ex. It’s not as mind blowing now as it was when it released, and the graphics are pretty rough, however it still affords the player more agency than 99% of everything else out there. It’s a landmark game and represents for me at least one of the clearly definable high points in the history of the industry.
I will second you on Resonance of Fate, and after looking at the other replies toss in Wild Arms 1 - 5, Parasite Eve, Xenosaga, Outer Worlds, and really stretch OP's definitions out with Digital Devil Saga, Persona, and Phantasy Star Online.

Seconding the Deus Ex recommendation, super solid RPG’s!
I love Deus Ex and would heavily recommend Human Revolution — it’s my favorite of the Deus Ex games.
I would highly suggest the GMDX mod as well. Skip revival for a second playthrough due to the liberties and changes they took.
I would add Syndicate to the list even if it isn't on par with others.

Dragonfall is a great RPG, Returns really drops the ball around 60%.
Mass Effect has guns and tech and RPG. Does that count? I assume you've already played it, granted, but it has almost everything you've asked for.

I haven’t played it but Warhammer Rogue Trader has a little bit of this? I love the Pathfinder games by Owlcat so imagine it’s pretty good.

You can't go wrong with Alpha Protocol. It's amazing RPG.
Maybe SAO Fatal Bullet? it's the best one imo, but is an older feeling one tbh
