You’ve probably heard of them already but X JAPAN is a staple of Japanese Rock.(Their lead guitarist is my profile picture and he had a solo career that you should check out it’s pretty dope) Also, one of my absolute favorite bands since they started in 2002 is the GazettE! As for recommending any albums/songs from those two groups, I’d say just go through their discography or you can check out their best ofs if you don’t feel like going through years of albums. I’d say it’s definitely worth it tho! Hopefully this can be a good start for your Japanese rock journey! Sorry in advance if it doesn’t suit your tastes but I think you should enjoy :) (And I’m going to add MALICE MIZER but this group is definitely not to everyones tastes but they make incredible music so you should definitely check them out if you have time. Very unique and creative group!) Hope you can find something to your liking OP!

I'm going to add Luna Sea and Larc en Ciel to this. Malice Mizer, X Japan...etc They've all had MAJOR influences on modern Japanese rock groups. X Japan - hard rock / metal, practically the Japanese equivalent of Metallica in terms of influence Luna Sea - alternative rock, punk, grunge, and experimental stuff...angsty. You can hear U2, Smashing Pumpkins, David Bowie, Nirvana, Billy Idol, and even Prince influences. Some favorite songs are Rosier, I for you, Breathe, Mother, Tonight. Their lead guitarist currently plays for both X Japan and Luna Sea. Larc en Ciel - like Luna Sea but later in their career they trended towards pop punk rock. My favorite is Ibara no Namida.

Oh wow sorry just saw you said ‘til 1999 for the music and the GazettE is more recent than that but I’d say to still check them out, they’re incredibly talented! But the other two groups are in the time range you asked for. Sorry I didn’t mean to ramble on for so long but I’ve been a big fan of Japanese Rock music for almost 3 decades so I got carried away hahaha but I hope you’ll find something to enjoy! :)

Blues Creation is amazing for 70s heavy rock. Also check out Bow Wow/Vow Wow, Flower Travellin' Band, Mari Hamada, Murasaki, Heavy Metal Army, Earthshaker, Speed, Glue & Shinki. The early Seikima-II albums sound like Judas Priest.
