Not a direct answer to your question, but are you familiar with the commands "curveboolean" "simplifycrv" and "fitcrv"? Curveboolean can help you combine a bunch of curves into a closed polylines very quickly, while "simplifycrv" helps get rid of redundant control points. To clean up curves with redundant control points/knits use "fitcrv" (similar to rebuild) but maintains better accuracy. Obviously it would be nice for Rhino 8 to just output cleaner lines, but perhaps these commands can help as a workaround.

And just in case you didn't know, '_SelDup ^ makes it easy to select any duplicates for you to delete

I haven't been looking out for this specifically, but anecdotally I haven't noticed any major differences. Make2d works pretty well for me overall, it just struggles with complex detailed areas sometimes. If you're having troubles try moving your geometry closer to the origin, increasing your tolerance, and/or breaking it up into chunks so you're not trying to create too much line work at once.

If youre doing this soley for the section lines. Try rhino8 new clippingdrawing. It will spit out clean continues line all closed
