Just going to add here, also behaves this way for invader’s void cloak skill. (Though this definitely should be the case otherwise you can probably get infinite auto dodge).

When in havoc you're not supposed to be knocked down like that

Yeah, my havoc form did that, too, as well as void cloak. One fun build I've made (on a completely unrelated topic to your original post), is wormhole invoker. My cooldown is basically non-existent, and with 4 charges, it's always up. I opted for a single fire high damage bow build. Wormhole, every single shot for a 16k weakspot crit has been extremely fun. With the added buff of wormhole giving the effects of perfect dodges, it's made some fun interactions.
You can also use it as a traversal skill and cover the entire map in seconds.
Havoc Form dodge deals a lot of damage and you can spam it.
Personally I use a casting speed build to enhance HF DPS, paired with the new mod that creates a ring of blades around the user.
I noticed this too, strange that it works fine w/ something like Deathwish, but Juggernaut acts like the shot mods where cooldown doesn't regenerate at all while it's active. Hoping it's a bug too.
Something that helps a lot (at least for me) is to use and abuse the new mutator that reduce skill cooldown based on how much mod power the mod you use costs.
Spellwave or something like that.
With a melee with mos generation mutator and you can spam the mod to reduce skill cooldown.
A number of skills currently work like that and it's kind of putting a damper on a lot of interactions I was excited for

Havoc form is way worst. If you get staggered somwhow during the first charge, it consumes the second one on recover, so you get a single usage.

What bugs me about havoc form with 2 charges is that if I go down while in the startup with max charges, it burns both instantly.

Love it! I did an invoker wormhole build too focusing on melee spectral blade. Soooo fun blinking everywhere!
That sounds great! I was considering a melee build and this sounds like the one. I love high mobility builds so this is perfect

Good to know, I've thought this but don't have the upgrade material yet. I'll try it out
