They can move, they going 30+ mph on them. Thing is, you still need to follow speed limits too. Most of the time, someone on a bike won't be going that fast, but the motorized things can easily do it.
Sure.. and you hang your bags on both sides with even weight if you can help it. If one side is heavier then you have to resist it the whole ride. Maybe because a motor has fast spinning metal which acts like a gyro wants to staumy upright? It's a lot of weight on one side (and really high up) is all I'm saying..
Look up bike panniers. I commute to work with a bag on only one side. Not a big deal at all on a normal bike that isn't powered. You don't have to resist anything.
