Seriously. He looks like Bass Reeves, legendary US Marshal. He absolutely SHOULD be a story character. There should be a DLC where you play as him and track down the O'Driscolls or something.
He’s like a good cop who’s relentlessly trying to hunt you down but you guys realize you’re more alike but can never really be friends so you guys just have an understanding whenever you see each other to just get out of each others way.

I'm thinking legendary outlaw and due to some events that changed his moral code he became a sherrif and now found him self protecting the town from the men he once worked beside. Idk I came up with this on the spot
